The operation was uncovered following an investigation led by Bay County Sheriff Tommy Ford. On June 12, 2025, the attorney general’s office confirmed that the scam had been shut down and described it as “an illegal alien driver’s license scheme.” Investigators determined that many of the individuals who received fraudulent licenses had traveled from different parts of Florida to Bay County specifically to take advantage of the corruption within the DMV.
In a forceful public statement, Attorney General Uthmeier praised Sheriff Ford’s leadership and condemned the broader implications of the fraud:
“Florida’s Sheriffs are on the front lines of the fight against illegal immigration, and Sheriff Ford is rooting out the corruption that threatens our communities. Let this be a warning to any illegal alien who arrives in Florida with the intent to commit further crimes—your actions will not go unanswered. We will find you, hold you accountable, and return you to your country of origin.”
The investigation revealed that two DMV employees were central to the operation. Security footage reportedly showed them approving licenses without administering the required exams, allowing undocumented individuals to bypass the legal process entirely.
Attorney General Uthmeier also used the opportunity to criticize President Joe Biden’s immigration policies, suggesting they have created the conditions for such schemes to thrive.
“This is yet another example of how the Biden administration’s border policies are jeopardizing the safety of American families,” Uthmeier stated. “We now have hundreds of illegal aliens buying their way into driving privileges—cheating the system, breaking the law, and endangering everyone on our roads.”
Further details from Sheriff Ford highlighted that many of the recipients of fraudulent licenses had some form of protected status, including asylum claims—a process he described as “contentious and easily exploited.” Particularly alarming was the revelation that some of the licenses issued were commercial driver’s licenses (CDLs), which permit individuals to operate heavy trucks and other large vehicles.
“Let me be clear,” Ford said. “Allowing untested, unqualified individuals to drive on Florida roads—especially those with commercial licenses—is a threat to every family in our state.”
The scandal has sparked concern beyond state lines. The popular American Truckers account on X (formerly Twitter) reacted to the revelations by stating:
“Florida is one of 10 states flooding the trucking industry with illegal foreign labor. This is happening en masse across America right now!”
As the investigation continues, authorities have pledged to pursue any additional individuals or entities involved in the operation and to reinforce security protocols at DMV offices statewide.
